Honourable Madam President,
Under your leadership, the Committee on Budgetary Control has taken an active role in monitoring the proper use of EU funds by Member States. During the current parliamentary term, a series of public hearings and fact-finding missions have investigated alleged financial irregularities within Member States.
The ongoing mid-term review of the EU’s Multiannual Financial Framework 2021-2027 has highlighted a serious suspicion of a very worrying financial irregularity. It was revealed that while the European Commission expects an additional tens of billions of euros from Member States to fund EU programmes, including a further EUR 50 billion to support Ukraine, it cannot account for exactly how much and on what grounds it has been spent on Ukraine.
It is worrying that, while the Committee on Budgetary Control has refused to clear the accounts of some EU agencies for financial irregularities of a much smaller scale than mentioned above and is investigating Member States on the basis of unfounded, often politically motivated allegations by dubious organisations, so far it has done nothing to address the blatant negligence of the European Commission in funding a non-EU country.
We respectfully call on you to write to the European Commission without delay in order to clarify the matter and to effectively protect the financial interests of the European Union, and to put the matter on the agenda of the Committee on Budgetary Control as soon as possible.
